Business licening in California

How can you run a business in California without a business license. This company's was revoked years ago.

But the business is like a Pakmail or Kinko's they have a store front in Calif and Omaha NE, I would think they would have to have a State license to operate this type of business especially if you are sending packages oversees.There license was suspended and at there other office is was denied and in Omaha it expired in 2000.
