Bad service

I had registered as a tutor until December this year but was charged a 1-year renewal of membership last July. That's a good 5 months early! I disputed the charge with my bank but my bank could not do anything since this company is now claiming it was a legitimate transaction. The first time I called them I got an answer and the guy who received it acknowledged a mistake and promised me that they will refund it within 3 days. Now all my follow up calls and emails have fallen on deaf ears. Is there a government agency we can alert so that this business is not able to make these fraudulent charges on more unsuspecting people?
